I never found the solution for this problem, i did think it could be the SOC which was faulty and in the end i gave up. I must have replaced so many components but it wouldn't stop fluctuating. If i was you i wouldn't bother try to fix it, plenty of man hours wasted -

A2338 820-02020 Wifi Swop
I'm reaching out to see if anyone has done a Wifi UL000 swop from the same donnor board on an M1 A2338 Macbook Pro or if it is possible to do.
If it is possible what needs to be replaced as i cannot find the rom chips to go with it as mentioned on this page:
