Initially when there was no turn on did the back lights flash on and than off repeatedly ?

Not in this case as ICM801S was blown so the backlights were totally dead.

I have the same problem with Samsung UN60D6450UF power board BN44-00425A. TV keeps clicking but won't be on. Backlight seems to be fine as it is flashing. With all , 3, connectors disconnected from the power board, connector to the main board, A5V is 5.4V, all others are zero (fluctuating in mV range when clicking happens).

I have inspected soldering, capacitors, ICs etc and everything seems to be fine. Which component failure would cause all but A5V zero voltage? Thanks
