Toshiba 42SL417U LED TV Powering Off at Bootup

I am trying to fix my Toshiba 42" LED TV that keeps clicking every few seconds of power up. Green LED in the front comes on and stays lit. I can hear the relay click and after few seconds (when usually the picture should appear on the screen) the relay tick again and the LED in the front goes off. This cycle keeps repeating. I checked the caps visually and none of them are swollen. I checked for the voltages on the power supply board and 5V, 12V are quite steady, however 24V was fluctuating. I tried by disconnecting the 24V load from the power supply (speakers and LEDs) but got same results. I have attached the pictures of the power supply board and also the other boards in the TV. Please suggest if anyone have experienced similar problem in the past.

disconnect the backlight socket from PWB and try turn on

Thanks for reply. I tried by disconnecting the Backlight LED board from the power supply and made no change.

in this case i would suggest to disconnected MB total from socket PJ91 , and try to switch the PWB alone state from 5V pin with R1K to BL ON/OFF to see if the backlight come on
