    Toshiba 42HL196 - 3 red blinks again

I've dug through most of the posts on this tv but haven't found a solution. The previous owner of this tv bought a repair kit with 6 components (Q880, R883, R884, D892,D883 & D887) and also swapped out Q860 and Q820. After his repair, the problem worsened to continuous clicking of the relay when plugged in. This is the state the TV was in when I got it. A previous thread indicate Q820 is suspect if this is happening. I ended up changing this part twice, damaged the pad and soldered a jumper to bypass the broken trace.

After this fix, I hear the relay click once and the red light flashes 3 times continuously so I am back to the original problem. I have waited since it is supposed to take up to 30 seconds to boot initially but it doesn't appear to happen.

Following parts of the service manual troubleshooting flow chart, I get 3V on pin 5 of P812A and 3.3V on pin 7 on CN49A.

    Some questions
    1. I am not getting 12V on the power supply board which may point the problem back to Q880. I'm not sure if the 12V is only enabled after the boot process or if it should be there all the time.

    2. Should there be an LED on the seine board to indicate it has power? Does the fan turn on right away or only when needed? I think the processor sends the power on signal to the power supply which is why some fixes require this board to be replaced.

I have on of those in my possession right now. I fixed it with the repair kit and it popped right away. I ended up buying a new psu. Gave the tv to my friend and it died a month later. I would buy a psu, fix it and get rid of it fast. It was a poorly designed psu.

Digging through the threads and the schematic, I found the SMART (Service Material and Reference Tips) manual which indicates 12V should always be on and the manual also gives a voltage reference for all connectors.

12V is derived from the PFC circuit (Q820) which should be outputting 370VDC. I am only measuring 160VDC at the fuse F820 so will reinvestigate that area of the circuit.

A thread on the Toshiba forum suggests replacing 8 electrolytic caps but I would like to see some life in the TV before I do that.

I changed all my caps and it didn't help. I have two blown psu's for that tv at home. I put them on the back burner until I feel like wasting time on them. I wish I was at home. I could look at mine closer and give you a better hand. I'm on vacation for 2 more weeks.
