    Update, Mainboard fault due to poor solder connection. Hamie's idea to try reflow the board in the oven before replacing. Placed board on pizza cooking board [non metallic] and placed in the center of the oven. Set temp to 385 deg f and closed the door. Once temp reached 385 I set timer for 10 min. After 10 min. shut off oven and open the door. Do not remove the board until it cools [10-15 min.] Install and hope for the best. My TV has been running flawless for 2 days. Something I noticed that may help others, prior to the repair the green LED for the mainboard was on and the control board LED would flicker like normal. After the repair I noticed a there is also a red glow on the mainboard from behind the area of the RCA connectors. It definitely was not glowing before.

      Replaced the top buffer board and now the black horizontal line at the top of the screen is gone. Still working like new since mainboard reflow.

        Still working? After the repair (Bake) what was the status of your Green Lights?

          still working, green lights always worked normal even when there was no picture.
