Toshiba REGZA 47ZV650U LCD TV gets no power at all - no lights or anything

I am trying to fix a Toshiba REGZA 47ZV650U LCD TV. It does not power on at all therefore I assume it is the power board. Am I right and how do I go about replacing or repairing it? Thanks!

Do you have a digital multimeter? Check the outputs of the power supply board.
