That IC itself might not be bad , it generates both 3.3v/5V PWM and LDOs , the components it supplies to might be bad, Most probably the KB9022 on the +3V rail.

I am still new to reading schematics, care to point it out for me?

Do you have the one that has PU301 written on it? This one I see even the LDO ic PU301 has different pinout, I need to reconstruct PU301 ways
