I found the fault on the motherboard. It's the PU501 labeled (APAN 433), which powers the M2 slots.
I've searched all over the internet, but to no avail. It would be nice if someone could identify this component.

I was finally able to identify the mystery component labeled APAN 433. It turns out it's the NB679AGD, a synchronous buck converter. I had been stuck for days, and your post was the breakthrough I needed.
