Lenovo X1 Carbon 5th Gen - ME boot Error

I have a "Lenovo X1 Carbon 5th Gen" it has a power up issue and when it tries to boot i get an error ME FW Downgrade - Request MeSpiLock Failed.

Im assuming previous owner tried to downgrade Bios FW or a failed update?

If that is the case how can i fix it. I have a programmer.

Cant boot a USB to update bios.
Cant boot windows to run bios update tool.

I assume ill have to update with programmer.
Do I use a donor image? Can i apply update to the dump or directly to chip?

Same thing when i go to boot menu and select any item it powers off.
Have to remove battery and reinsert to power up again.
I get CMOS Checksum error Bad CRC.

I was able to boot to a device once after this image but if i turn it off it wont come back on unless i press the reset button under board or pull battery to remove power. also seems to do a re-run system check at first power on each time. it is black screen but led and keyboard light up after 30sec or so it powers off and every few boots it comes back on and shows lenovo screen.
