What's the problem with your original BIOS?

the problem is that the pc is off, when i put 220v the led of power suply on then off , and when i remove the fiche of 12 v cpu the led power suply stay on , i check moseftcpu seem ok & try other cpu seem problem so i want to try bios ? & thanks for reply
