Hi, i buyed a damaged Dell, the person I bought the laptop from claims that one day he turned it off and couldn't turn it back on. The laptop does not want to start, the battery LED does not light up. Where to start verification? I desoldered bios chip and The bios dump is attached.

Motherboard is ARMANI 13 , REV : 01

I have problem witch Vostro 5370. I try flash BIos but no positive results. When i turning off device fan turn on for 100%. Wchen i power on they stop rotation.
