cpu core problem!

I have a problem ı have a toshiba laptop the problem is processor supply coils no voltage start there is 3.3 and 5 volts constant there is strangely pu150 RT8207 integrated heats up but there is no short circuit in the measurement the processor has pwm integrated vcc voltage and activation voltage
amperage 0.80 coming to processor mosfets 19 volts thanks for your help
