HP Pavilion TouchSmart 14-B109wm Not Turning On

when i press power button, amp will read 0.6a for 1 second then goes to 0.00....when i check on mosfet, gate pin getting over voltage than usual...3v and 5v also missing

pq38 on gate get 17v and pq40 gate get 24v

The gate voltages are correct. Fault lies elsewhere.
