Can you confirm..after the solder blob was removed, what are the resistance readings for the cap near the inductor you are measuring?
One side of the cap will be ~0 ohms since it is ground.
What is the exact resistance of the other side of the same cap? Is it still ~2R4 ohms?
If the reading is now high then the IC that creates the voltage rail is NOT shorted.
Also concerned about the 3 caps that are at an angle near the solder blob.
With care, flux and hot air with low air pressure to straighten out each of these caps. Keep the air pressure low and away from the plastic connector so it does not melt.
