Surface Laptop 2 1769 - No Power - Need Data

Hi everyone have this 1769 doesn't power on. When power button pressed following happens:

- Backlight no display for 5 seconds
- Quick black screen
- Backlight no display for 5 seconds

Repeats about 4-5 times

No water damage or anything visibly burnt/broken

Primarily need data off it but noticed it's a soldered on flash memory.

Any help in getting this to boot would be appreciated.
Also I am familiar with microsoldering / hot air work if last resort need to swap the logic board, would I just need to move over the flash memory or is it encrypted/tied in with cpu or any other components?
