lenovo l480 dead

hi there , have lenovo thinkpad l480 , dead, when powering the laptop only the power button lights up nothing else happening, fan not spinning , borard is cold, amps meter shows 20v and 0 amp,
pl201 is 3v, pl202 and pl203 5v , the rest is 0v , how to start here !!
could it be bios chip? u0901 has 3v , and u4502 has 3v too
attached the u0901 dump file incase some can fix it if it has a problem
