Toshiba Qosmio X70 CPU power

I have a question.

It is normal that if I do not have a CPU (i7-4700MQ) in the socket, the phase supply for the CPU is 1.7-1.8V.
It's weird to me, but maybe it's normal.
There was a short on the capacitor and MOS-FETs for the CPU phases and a short in the CPU.
I exchanged everything, I also exchanged ISL95812.
Now there is no short circuit.
I'm afraid to put another CPU in there is quite expensive.

Is the CPU replaceable in this model of laptop?
How did you remove the short that was in the CPU?
Did you replace the Mosfets by the same model?

this model has a normal CPU socket.
So that the CPU can be removed normally.
I used all the components exactly the same as they were in the scheme for this model.

The CPU I want to use is exactly the same as the i7-4700MQ.

you should take a look at the datasheet of this CPU to check if it can accept 1.7v.

It's OK.
After repair motherboard and replaces new CPU, all work fine.

How much voltage is on CPU_VCore now?
