Acer 5750 not turning on

Good day to all master

please help acer 5750 not turning on

and i do the voltage checking all voltage was present main rain 19v 3v and 5v

when i turning on the fan spinning and secondly its go off and i found out the
pch was turning hot

is ther any solution that maybe pch was shorting or they maybe another problem shorting please response

and what is the nextstep
