Toshiba Satellite R830-1G1 not charging

Hi, guys got a Toshiba Satellite R830-1G1 which is not charging the battery charging light will come on then back off again. Looking for any advice on which voltages to check what voltages should be there and a data line check.

Usually replace the Battery first, but If you're Sure it is okay. Then Find the Charging IC. usually the First Characters of the marking are "BQ". Check the whole IC (a for Shorts around the IC and b) carefully for voltages while powered with battery. Share the Results Here.
