Everything is fine here. Measure power rails.

      I've check the 3v and 5v ic

In pin 8 I get 5V but inthe PL3 has no voltage output
      Vin- 18v
      EN1-3.5V
      pgood- 0V
      drvh1- 0v
      VREG3- 3.3V
      VREG5- 5V
      EN2-3.3V

You can't test the SW/DRV outputs with a multimeter, use an oscilloscope. If DRVH2 isn't generating PWM signals, the controller is dead and should be replaced. The 5V you're seeing on SW2 is not really 5V, it's also a PWM.

That's normal. Coils do not fail generally. You can use an $20 DSO138 or similar to test PWM drivers - its bandwidth is limited so you won't be able to test eg 33MHz clocks but for testing but PWMs, EC oscillators etc it works (however you need 1:10 probe for oscillators). In my opinion even without testing, given the circuit and your measurements, there is high chance the controller is dead.

I already tested the board it has a pmw signal sir,
I also test the filterng caps at the PC42 its ok
