toshiba c55 a turns on and restarts continuously

hi, i have this toshiba c55-a-15c that turns on and off infinitely until i unplug the power supply,
the motherboard is one
pt10fg dsc mb rev 2.1
I ran bios writing but the problem remains,
I measured the voltages on the main, 1.35v on L8300 and + Vcore are missing,

U8000 c is input voltage but does not generate + Vcore

U8300 c is input voltage but does not generate 1.35V

Can you be a bad pch?

Any suggestions are appreciated, I enclose the wiring diagram and brd

you should check what other voltage rails are missing too.
