U HAVE THIS LAPTOP: Csl50/csl52 la-e811p rev: 1.0 FROM HP
it powers up with no display:
i have these voltages as shown in the picture:

and the bios volts are:
1= 1.8
2=1.71
3=17.74
4=0
5=1.72
6=0
7=1.75
8=1.8

Double check your measurement on PLZ02.
Try to flash the BIOS.
Maybe you can use LA-D702P schematics, it's different but some circuits are the same.

Is it normal the voltages on the bios?

Your bios chip readings seems to be correct(pin3=17.74, perhaps typo-should be 1.74.Right?? This chip is 1.8V so do use a 1.8v adapter while flashing bios. PLZ02=0V is wrong. Go with @piernov's suggestion and flash bios.

I have this same problem. PLZ02 is 1.5v and there is still no display
