    HP Probook 440 G3 HAL_INITIALIZATION_ERROR

I'm using HP probook 440 G3 with i5 6200U, with original 45W power adapter and reported speed from task manager is sometimes 0.09GHz! There is no false reading - laptop is dragging like snail. I'm using laptop without battery. When power adapter is disconnected for some time, UEFI show "Press esc for..." for 2 minutes and than "HAL_INITIALIZATION_ERROR" show on the screen.
After automatic restart, there's no error and boot into OS without problem - but very slow. Laptop is clean with new thermal compund. Nothing exceeds 40C. I tried clean install OS, re-update latest firmware, latest drivers from HP, automatic installed latest drivers from microsoft update, changed power options in windows etc. Nothing worked for me. I must notice that battery is dead and reported as "charging 0%" for about 10 minutes and than orange LED start blinking all the time. But, with or without battery, with windows 7 or 10, with various RAM combinatios, with minimum hardware or all enabled, I wasn't able to get more than 0.95GHz from CPU. Within Prime 95 testing HWinfo show that max processor usage was 100% but on 0.95GHz. I know that turbo boost depends on battery but I'll be more than happy with 2.4GHz "regular" speed. More interestingly, laptop and CPU passed all tests, even Intel CPU test! Even more - I'm sure that CPU speed is low since laptop is powered-on, before OS starts.

      Bottom sticker state that:
      Laptop model number T6N83EA
      RMN:HSTNN-Q96C Input 19.5Vdc/2.31A

      I have HSTNN-DA40
      ADP-45FE B
      HP PART NO 740015-003
      replace 741727-001

It is many differences between official product web page, HP store and official service manual. I'll try to borrow 65W power adapter and try.
