dell inspiron 3542

hey guys.
i have dell inspiron 3542 model
board with cedar_intel_mb 13269-1
i am having weird issue with this laptop.
when i remove rtc battery laptop on. works perfect. but after shutdown does not getting power on.
then remove power adaptor and battery reinsert adaptor it will start.

i had checked q2505 there is no power on Drain point while rtc battery inserted. it should be 3.3 volt

and without rtc battery there is 3.3volt.

if any one can help will be thankful.
