Dell Inspiron N411Z won't restart. Please help.

Yesterday I got a Dell Inspiron N411Z with HDD problem. Now I notice that when I give command for restarting, it's just turned off and not powered on automatically. I tried a new HDD and new fresh OS but still have the problem.
It's just powered off and not restart again.
Please help me.

please check your adapter first.connect dc power cable without battery to lop top and start
