Toshiba l655 strange problem

Hi..
Here i have working toshiba l655 but with strange image defect...It`s totally normal until loading the windows and gpu driver...Also in safe mode is ok...Image is same on external...I did a reflow but it did not help...image is same...I was too lazy to reball as i think its not that related...
I`ve noticed that GPU VDD is around 1.14v when image is ok(while booting and in safe mode) but as soon as it loads windows it drops down to 0.9v which i belive...cause this issue...I`ve checked entire U6700 circuit i cant find nothing bad...Any idea ???

If on safe mode is oke. Maybe its bad driver. Try re install windows with another hardisk.

Disable windows update.
Uninstall device and choose to delete the existing driver from device manager.
Than install in this order and mandatory reboot if asked for:
Intel Chipset SW Installation Utility
Intel Rapid Storage Technology Driver
Intel Display Driver (v8.15.10.2189)
Intel Management Engine Interface
That shuld do.

Do you really think i dodn't try that before taking laptop a part... no this is not software issue...gpu voltage is not correct...
