Check pin 8 chip Bios,has 3,3v.If have 3v, reprogram Bios

If another laptop have 3v, and must have 3.3v , need to reprogram bios ?

Bro that board battery connector pin 3v coming ok and I /O 3v ok and bios IC 3v ok , cmos battery 3v ok, but power on switch not 3v coming
