Dell latitude 5320 South peak 13 not power on.

Got this laptop dell 5320 not power on , just a fast and a dim blink amber light at the power on led indicator.
motherboard south peak 13 mb 213252-1

i don't have a type-c meter for the moment , so i m taking the voltage using his original charger.
As i undestand from many topic here , my pd control don't deliver my 20 volt...only 5 volt.
this my measuements taken with charger connected =
L7201/7202 = 5v
Pl 4502 = 5.242v
pl 4501 = 3.364
pl 5301 = 1.810
pl 5001 = 1.810 vccin
pl 4401 = 4.356
Pr 4407 = 16.80

charger at type-c 2 connector =
Q7420 = S 5v / g 0.452v / D 4.999v
Q7421 = DD 4.999 / g =4.039 /s 4.358
Pr4401 = 4.358

i follow the power sequence at P102 , all voltage are present until Q1702
pin 2/3 = PCH_RSMRST#_M 3v present.
But no RSMRST#_KBC pin 5.

i don't know/ confirm if this is pd control issue or IO !
i try 3 official bios but same bahaviour..any others measurement that i must to take !!
