Dell Inspiron 14 7430 2-in-1 QUAKE N14 RPL UMA 2IN1 don't turn on

Dell Inspiron 14 7430 wont power on. when i hold power button, only amber light turns on and when I release the button its off. 5V, 3.3V, 1.8v and 15.5v presents on the main board, i tried to flash bios, but nothing changed. Who can help?

What about 1.0V? Is it present in standby mode?
RSMRST#/EC_RST# present?
RTCRST#/SRTCRST# present?

I don't have boardview and it is hard without it. Where must be 1.0V, are you sure, that it must be on 13gen intel cpu?
