    enraged amd cpu fan

I have a LENOVO IDEAPAD 310-15ABR (mb CG516 NM-A741 Rev 1.0). Replaced kbc and pmic an reflashed bios and EC bios. Everything works fine except for the fact that the fan starts slow and then approaching booting it goes to almost full speed and stays there. This fan has 5 wires and I've observed that if i get my hand progressively closer to said fan, it speeds even more, and the increase in speed is proportional to how close my hand is (mobo and fan on my workbench outside the rest of the laptop).
Used an oscilloscope and i can see the speed increasing there.
Using the scope I can see PWM ok at power on, but then it goes 3v and stays there. This 5-wire fan has a signal called EC_FAN_ANTI that I dont know what to expect from. It shows 0.45V
One of our colleagues here kindly helped me downloading and extracting the bios from lenovo's web, and directing me to add DMI info, but it didnt solve the "problem" (thanks peste )
Is there an equivalent "clear me" process for amd cpu based laptop motherboards?
Looking for info I found an Intel version of Ideapad that apparently uses the same fan, therefore it has the same EC_FAN_ANTI signal. Links to both mobo schematics:

Any help or hint would be highly appreciated.
