Dell İnspiron 6400 +1.05V not present

hi,

got a good old dell here +1.05V_VCCP not present,
ISL6227 generates 1.5v but no 1.05V.
doesn't matter if I remove PL5 or not and PL5 output measures 90 ohms to the ground at diode mode.
all other voltages are present, give me a hand here please.
