Aspire 5250-0468

I'm having problem with Aspire 5250-0468. It turns on with battery but won't turn on with ac adapter.I tried my best couldn't short out the problem.

Check voltage on all pins of pq6 and pq7

PQ7 gave me 0.33 volt and PQ6 give me 18.97 volt

Probably the DC Jack? Replace it or a Mobo Failure.
