Have you checked pq8, pq9, pq10? What is the voltage on their pins with power supply connected?

      Re: Acer Aspire E1-571

      PQ8 Drain, PQ9 PQ10 Pin 4 = 17.81v
      PQ8 Source, PQ9 PQ10 Pin 1, 2, & 3 = 17.8v
      PQ8 Gate = 4.3v
      PQ9 Pin 5,6,7,8 = 18.4v
      PQ10 Pin 5,6,7,8 = 0.2v

Have you checked with another power supply?

Remove PQ9 and PQ10 and test them.
Check resistance to ground on pads 5,6,7,8 of PQ10 without power supply connected.
What is the voltage on pin 20 of PU4?

              Re: Acer Aspire E1-571

PQ9, PQ10 seems to be ok.
Resistance to ground pins 5,6,7,8 of PQ10 is 19ohm
there is no voltage at pin 20 of PU4.

Check pd6 and better remove it and check pin 3 for 19v.

Did you removed and checked pd6?
If no, remove it and check resistance to ground on pads 2 and 1. Remove and check pc31 and pr47.
