Hello, I have a laptop where the EC_ON voltage (3.3v) that goes to the EC chip varies from 2.2c to 3v. The 3VL_EC voltage is a constant 3.3v. What could be the problem? Is the EC chip broken?

EC_ON is an output from the EC and is used as the enable signal for the regulator. Flux and remove PR206 resistor. Do not lose this resistor. Then check again if EC_ON is stable or not. Respectively, the issue is may be the regulator itself or the EC is power cycling / reset is pulsing.
Remove all power. Measure the resistance to ground of the EC_ON signal. If there is too much resistance on this line then the EC is unable to drive this pin to the full 3v3.
