A2141 20V and charging 2.8A but no powerup

Just wondering if anybody knows anything about a problem which allows the A2141 to charge but not power up?

As far as I can tell this battery full successfully charged after a couple of hours and is now idling at 5.2V I hold power on now and it jumps to 20V for a moment then goes back to 5.2V
My guess is bad Nand? Any second opinions?
