Hello all, Can anybody help me identifying this part its on the usb c line on a hp elite x2 ,Seem like a filter or cap ,or some sort of short or polarity protection.anyway its blown.

I believe this is a 90 ohm EMI filter. The defective / shorted part is likely the black parts that are more to the right side of this EMI filter.
Flux and remove this part and check if the shorted condition is removed or not. The EMI filter and the TVS ESD diodes are protecting the USB 2.0 lines (HS) so will be 90 ohms in impedance for the rating of the EMI filter. Most likely this filter is ok. Alternatively, there is a TVS diode protection internal to this device but then you should have more than 4 contacts on the part to shunt the ESD event to ground.
Like this (but not this one since the part is not suited for 90 ohms USB EMI):

Meter in diode mode = short / touch your meter probes together and the meter will tone beep.
One meter probe on one of these metal pads of the part; Touch the other meter probe on another metal pad on this part. One of the combinations should tone beep to denote the coil is not burnt out.
These EMI filters are to reduce noise on the D+ / D- lines for USB 2.0 interfaces. Would you have a micrometer? Measure the L X W dimensions to see if we can locate a suitable replacement.
The use of such an EMI filter is not critical to the operation but will remove broadcasted noise to over the air TV / radio, etc. Used often for FCC Class B certification.
