Hello, I have the similar problem. My Dell Precision 7520 doesn't turn on with only battery. Below are the various scenarios and its symptoms
1. With only battery, the laptop turns on but no display and shuts down after few seconds
2. With battery and charger plugged in, the battery light comes on. But pressing the power button does nothing and laptop refuses to turn on. However, the battery led light blinks every 17seconds from when the charger is plugged in with or without battery. So whether the battery is inserted or not, the battery led light will turn when charger is plugged in. The surest way with 100% certainty to turn on the laptop is to press the power button before the 17th second when you first connect the charger. Press the power button again before the 17th second after you first pressed the power button. After that the battery led light will turn off upon the next blink. Once the battery led light is off, pressing the power button will make the laptop turn on normally. When you shut down the laptop, you have to repeat the steps above to turn on the laptop again.
3. With only charger plugged in, the scenario is the same as scenario 2 above.
