Laptop mouse & KB NOT available on power option restart but available only when laptop is cold booted using power button

I have this inexplicable problem from yesterday

Each time i start my laptop by pushing the physical power button in, the laptop keyboard and touchpad are available to me for use when the system has booted to the desktop (I can enter the bios by pressing on F10 too) irrespective of whether the laptop is powered by the AC adapter or the battery. This is normal behaviour

BUT NOW FOR THE ABNORMAL PART

However, when using the laptop normally, if i choose restart from the power options, the touchpad and mouse are non-functional when the system has booted to the desktop (I am unable to get into bios too) irrespective of whether the laptop is powered by the AC adapter or the battery.

    All updates to-date are installed

The keyboard and mouse drivers are up to date

i have re-updated the bios too

I restored an earlier image of my OS (when this problem did not exist) dating back to Jan 2024 but the above problem recurred leading me to believe that this is a hardware issue

    Summary:

Cold starting (booting) the laptop - KB or mouse available

Warm restarting (booting) the laptop - no KB or mouse available

Yes the laptop was opened to tighten the lid hinges and to replace the TF03X battery (i believe that this laptop HP Pavilion x360 does not have a CMOS battery to pull

Can someone please point me in the right direction with respect to this problem

    Thanks

Here is what i discovered further

Cold starting (booting) the laptop with battery power or after disconnecting and reconnecting AC power - KB and mouse available

Warm restarting (booting) the laptop - no KB nor mouse available

Its something in the continuous power supply that is preventing the KB and mouse from functioning and when the supply is shut off and restarted there is no problem

Post full details of the model / make and logic board markings of your laptop. What is the history of the laptop? No liquid spills? Are you using the official and recommended laptop power supply?
