Dell E7240 No power... Need suggestions

Model : Dell E7240 ( LA-9431p)
All coils ok.. No short
When injecting voltage supporting charging ic CD3301B ic is heating.
After replacing new cd3301b ic, the new ic is also heating.

If it is heating:

1) is the component a known good device?
2) soldered in ok?
3) check the resistance to ground of each pin (with no power). A short or low resistance load can cause heating.
4) a number of YouTube videos claim this part can be bypassed- not sure
