remember i said before with the old board, when the battery is inserted with the power cable and the power button is pressed, the chipset gets very hot very quick, this means before I played around with it U33 worked yes? because it is responding to the power button.

If it is wrong way, it is not work at all. This case no charge etc.
Chip has usually small mark which show PIN 1 and motherboard too.
If there is no PIN it is very hard put correct into place.
We can try check few signals to test PU11 works or not.
Charge not work until there is VIN 19V, which missing at the moment?
ACOK# signal detect if AC ON or AC OFF. If AC ON = LOW and AC OFF = HIGH.
You can check PQ14 PIN2. AC ON = LOW and AC OFF = HIGH.
Then you can remove AC try if it boot with Battery.
