No SLP_S5 signal - SAMSUNG NP350V5C shut down while booting

Hello everyone,
I have this case a SAMSUNG NP350V5C, board number is QCLA4 LA-8861P Rev : 2.0.
the laptop was dead because of triggered 3.3v and 5v supplies, the problem solved and the laptop fired up, I tried to boot to Linux at first but the laptop completely shuts off while booting all the times i try and it doesn't turn on only after couple hours, So i decided to change the RAM and install windows 10, the installation was successful but when it was booting to windows for the first time it shut down again, But this time it is refusing to turn on even after waiting for hours.

I checked the board all voltages are okay, When pressing power button the SIO sends PWRBTN# SIGNAL to the PCH, the PCH gets the signal and the supply voltages and sends back the clock signal to the SIO but no SLP_S5 or S4 or S3 signals. there is no change on those signals.
Any help i really appreciate it and thnx in advance.

UPDATE :
when i short RTCVCC to the ground the laptop turns on just normal.
But if i try to boot to windows again it shuts off during the process.
I tried flashing the main and sub bios chips as well as the EC but no luck.
