Asus GM501GS cap with 2 voltages at both ends?!?!

Hello wonderful people, my experience is fairly limited (at the beginning) with electronics, but this is the first time i see or hear about a cap with 2 different voltages at both ends.

cap is part of a BQ24780S, power management chip.
    motherboard model Asus GM501GS.

upon measuring this cap i found out that on the top it has 5.89V and bottom 0.84 V

can anyone shed some light or it's a partially shorted cap, that needs replacing.
looking for some guidance if possible.

    thank you

This is related to Bootstrapping and absolutely normal there. You'll notice this on any circuit where bootstrapping is involved. Datasheet of the charging controller clarifies this too.
