pin 18 (VDD), the same one that was 2 ohms on the old IC

this on i measured also before re soldering the new IC and it was 40 ohms i figure the if i had 2 ohm and now 40 probably how it should be

Wrong. VDD is a internal power supply of the charging controller and it is not supposed to read low Ohms to GND. Share a picture of the charging controller area with the Pin in question to have the 4-eyes confirmation.

        Hi

Here is a picture, the pin is the bottom second to the left.

It looks squeezed because of my probe tests. maybe the cap connected to this pin is half shorted i don't know

With 40 Ohms to GND? Very unlikely. However, you can try of course, but after that there is no way around to remove the ISL again.

            Ok

So i removed the IC and re measure resistance on pi 18 was 120K

I have installed a new chip and now it is not getting hot any more and the laptop powers on but it take time to POST.

Now i have another two problems.

keyboard presses takes time to respond in bios and in dell diagnostics (external USB keyboard works fine). also, arrow is not moving by touchpad in bios and diagnostics but in windows it does.

the laptop is not charging, i suspect changing ram while the laptop is on caused an issue to EC but i am not sure.

How do you suggest i can continue here ?

I'd rule out a corrupted BIOS to start with.
