Dell inspiron 3558 cpu frequency drops after boot

Hello
I have Dell inspiron 3558 motherboard number 14216-1 Rev: A00
the laptop came dead (no boot and no lights) to me and I changed:
1- pu4503 (tps 512525)
and
2- EC (nuvton npce285)
then the laptop works but after it boot to windows the Cpu frequency drops to 0.48ghz (wont go up after that) and fan goes full speed, it also do that if I boot from Windows PE.
I tried different bios's with clear me same problem and another EC nothing changed.
both cpu and gpu are cold with this happen.

Anyone have any idea what is the problem?

try replacing power adaptor.

Did you check the power adapter wattage is being properly recognized in bios?

yes it is recognized as 90W charger

Cpu frequency drops to 0.48ghz (wont go up after that) and fan goes full speed,

Cluster of sensors are failing. Check your thermal sensor(s). Liquid damage? If the board believes the CPU / PCH is at risk of burning up due to a false trigger of a missing thermal sensor, the fan will enter 'violent speed' (see attached for this joke) and the CPU speed will be throttled.
