Can anyone help me to understand what piece was cut from here? (Inside the photo), I do not have boardview to understand.
Fan speed is high without stop,I think it is due to the loss of this piece.

Good job. Your schematic you posted was helpful but the silk screen was confusing. This pull-up is needed.
