Hello again. Im realy sorry for the misunderstanding I was busy and not at home.
    The voltage reading is 0V

But there is still no voltage on mosfet PQ101 and 102
Meanwhile I got an other board same make and it's also a dead board when I plug it in I hear pulsing current and PU802 is getting hot/ pulsing hot (I have thermal camera)

No voltage is expected on pin5 of PU201 when 19V is not reaching CLR-so thats fine. Now focus on PU102 aka charging IC.

      measure voltage on
      pin1/2/3/4/5//6/24/28

ok so i measured it fast as i can ( but the current is pulsing and also i hear the the adapter is pulsing keep it in mind )

          pin1- 150-330mv
          pin2- 150-330mv
          pin3- 150-300mv
          pin4- 700mv-1,5V
          pin5- 1,5mv
          pin6- 100-150mv
          pin24- 19mv
          pin28- 600mv-1,3V

Its not ok for PQ101 to get hot. There is some short which you need to find out. Else, take help from a professional repair shop.

pu201,PIN5-is there any voltage there? Remove all power source, wait for 2-3 mins and then measure resistance to GND on pin5.What is the resistance value?
