Hp 650 notebook power on - no display when measured the cpu circuit i didnt find any volt on the coils - every uper mosfet in every phase there is 19 v on the drain but no voltage on gate or source i think it can be the ncp6132B is it right - and can i use 6131 instead of it

NCP6132B and 6131 are not compatible and perhaps have different pin count-so cant do that. Why you assume NCP6132B is defective?? If you can tell us how you concluded its defective, will help us in confirming or negating the idea.
I've a few questions for you:
01.Have u flashed known good clean me bios??
02. Do you have 1.8V/1.35V/1.05V rails present??
03.DRAMRST# present??
04. VR_ON present??
Core voltage will rise only when its requirements are fullfilled. -

i gave the laptop to his owner because i found liquid on the board under the chip
but plz what telk me whatvthese volts are
