      Here's your new file try it and let me know.
      There is a different service tag in your old bios, it's also belongs to (Inspiron 3650) so i put it in your new file.
      Service tag: GVJ7RD2

          I have another same motherboard with faulted bios
          same yours service tag GVJ7RD2
          Yours bios is not working on it also

              I had repaired your bios file using the latest version that dell provide, i don't know if you have a bios issue or not. you can try any bios dump for same PC, if it doesn't work so you have a different issue.
