There is no tool for dell OEM bios, open the error file

I attach bad bios from my mashine with no start.
OPTIPLEX9020.zip
And good working bios from inet with long start and bad LOGO{not dell logo}
Please help me repair my orig bios

Mashine is All in One series, IPPLP-AZ
i check many bioses from desktops,have problem with fan ,ram slots,temp,etc.

i have problem with this allinOne
after turnd on power LED light winking 1,2__1 and repeed i changed ram & CPU nothing changed
programed bios with the latest in this topic but nothing changed...
