help cleaning ME optiplex 7080 Tower

Someone tried to flash it without taking a backup and gave it to me to fix
checked flash it was all FFF I've flashed an image from here and set service tag after from bios settings
restarts multiple times before booting I think it's an ME issue
here's the service tag : 3XSL8F3
